Opportunity Information: Apply for SHTG FY 18 01

The Susan Harwood Targeted Topic Training Grants are a competitive federal grant opportunity run by the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) under Section 21(c) of the Occupational Safety and Health Act of 1970. OSHA created its discretionary training grant program in 1978 and, in 1997, renamed it to honor Susan Harwood, a former director in OSHA's Office of Risk Assessment. The purpose of the program is practical and worker-focused: to fund organizations that can develop and deliver training and education that helps small business employers and workers recognize workplace hazards, avoid or control those hazards, and prevent injuries and illnesses. A core part of the mission is also rights and responsibilities education, meaning the training is expected to help workers understand their rights under the OSH Act and help employers understand their obligations.

For fiscal year 2018, OSHA set aside about $10.5 million to fund new Susan Harwood Training Program grants and anticipated making multiple awards under this Funding Opportunity Announcement. The specific track described here is the Targeted Topic Training grant, where applicants must propose training that addresses one of OSHA's specified training topics and is aimed at an audience defined in the announcement. The maximum award amount (the award ceiling) for a Targeted Topic Training grant is $150,000, and the program expected roughly 100 awards. Grants are designed as a 12-month project period that must start no later than September 30, 2018, and ends on September 30, 2019, with the reminder that all awards depend on the availability of federal funding and appropriations.

Eligibility is limited primarily to nonprofit organizations that are positioned to reach the intended audiences with credible safety and health training. Eligible applicants include qualifying labor unions, community-based organizations, faith-based organizations, and employer associations, as long as they are not an agency of a state or local government. State- or local government-supported institutions of higher education can apply as eligible entities under the applicable federal grant rules (OMB 2 CFR 200) and Department of Labor exceptions (2 CFR 2900). Tribal entities are also explicitly included: Indian tribes, tribal organizations, Alaska Native entities, Indian-controlled organizations serving Indians, and Native Hawaiian organizations may apply consistent with Executive Order 13175. On the other hand, the announcement excludes individuals, for-profit organizations, and 501(c)(4) nonprofit organizations. It also bars certain recent grantees: FY 2017 Susan Harwood grantees who received more than a 90-day time extension to their grant are ineligible.

The application process has strict submission and revision rules. Organizations may receive only one Susan Harwood Training grant in a fiscal year, and if an organization submits multiple applications, OSHA will only review the last complete and viable application package submitted. After submission, applicants cannot add materials, correct mistakes, or revise the same package; the only way to make changes is to submit an entirely new application package. Applications had to be submitted through Grants.gov, and any application submitted after the deadline, or not validated by Grants.gov by the deadline, would be deemed ineligible. For this FY 2018 opportunity, the Funding Opportunity Number is SHTG FY 18 01, the CFDA number is 17.502, and the closing date was September 2, 2018 at 11:59 p.m. Eastern Time.
